A pool fence is built to a law, not to a taste. California's Swimming Pool Safety Act, in Health and Safety Code section 115923, says an enclosure must be at least 60 inches high, sit no more than 2 inches off the ground, have no opening that a 4-inch ball can pass through, and have an outside face a young child cannot climb. Every gate has to swing away from the water and shut and latch by itself, with the latch at least 60 inches up.
